כִּי הִנֵּה הָאָדוֹן יְהוָה צְבָאוֹת מֵסִיר מִירוּשָׁלִַם וּמִיהוּדָה מַשְׁעֵן וּמַשְׁעֵנָה כֹּל מִשְׁעַן־לֶחֶם וְכֹל   3:1 מִשְׁעַן־מָיִם׃

Isai. 3:1   For behold, the Master, the Lord of hosts,

                Who removes support and sustenance

                 From Jerusalem and from Judah,

                 Every support of bread

                 And every support of water,

גִּבּוֹר וְאִישׁ מִלְחָמָה שׁוֹפֵט וְנָבִיא וְקֹסֵם וְזָקֵן׃   3:2

Isai. 3:2   The mighty man and the man of war,

                 The judge and the prophet,

                 The diviner and the elder,

שַׂר־חֲמִשִּׁים וּנְשׂוּא פָנִים וְיוֹעֵץ וַחֲכַם חֲרָשִׁים וּנְבוֹן לָחַשׁ׃   3:3

Isai. 3:3   The captain of fifty and the one respected,

                  And the counselor,

                  And the cunning of the charmers,

                  And the clever of the enchanters.

וְנָתַתִּי נְעָרִים שָׂרֵיהֶם וְתַעֲלוּלִים יִמְשְׁלוּ־בָם׃   3:4

Isai. 3:4   “And I will appoint children their princes,

                 And babes shall rule among them.”

וְנִגַּשׂ הָעָם אִישׁ בְּאִישׁ וְאִישׁ בְּרֵעֵהוּ יִרְהֲבוּ הַנַּעַר בַּזָּקֵן וְהַנִּקְלֶה בַּנִּכְבָּד׃   3:5

Isai. 3:5   And the people shall oppress one with another,

                 And each with his neighbor.

                 And the children shall act insolently with the elders,

                 And the base with the honorable.

כִּי־יִתְפֹּשׂ אִישׁ בְּאָחִיו בֵּית אָבִיו שִׂמְלָה לְכָה קָצִין תִּהְיֶה־לָּנוּ וְהַמַּכְשֵׁלָה הַזֹּאת תַּחַת יָדֶךָ׃   3:6

Isai. 3:6   Indeed a man shall hold onto his brother,

                 Of the house of his father:

                 “A garment is yours,

                 You shall be a ruler for us,

                 That this ruin shall be under your hand.”

יִשָּׂא בַיּוֹם הַהוּא לֵאמֹר לֹא־אֶהְיֶה חֹבֵשׁ וּבְבֵיתִי אֵין לֶחֶם וְאֵין שִׂמְלָה לֹא תְשִׂימֻנִי קְצִין עָם׃   3:7

Isai. 3:7   He will rise on that day to say,

                 “I am not a healer,

                 And in my house there is no bread

                 And no garment.

                 You shall not make me a ruler of people.”

כִּי כָשְׁלָה יְרוּשָׁלִַם וִיהוּדָה נָפָל כִּי־לְשׁוֹנָם וּמַעַלְלֵיהֶם אֶל־יְהוָה לַמְרוֹת עֵנֵי כְבוֹדוֹ׃   3:8

Isai. 3:8   For Jerusalem is ruined

                 And Judah is falling,

                 Because their speech and their actions

                 Are against the Lord,

                 Making bitter the sight of His glory.

הַכָּרַת פְּנֵיהֶם עָנְתָה בָּם וְחַטָּאתָם כִּסְדֹם הִגִּידוּ לֹא כִחֵדוּ אוֹי לְנַפְשָׁם כִּי־גָמְלוּ לָהֶם רָעָה׃   3:9

Isai. 3:9   The appearance of their countenance

                  Is a witness against them,

                  And their sin they declare like Sodom;

                  They do not hide.

                  Woe to their souls!

                  For they do evil to themselves.

אִמְרוּ צַדִּיק כִּי־טוֹב כִּי־פְרִי מַעַלְלֵיהֶם יֹאכֵלוּ׃   3:10

Isai. 3:10   Say of the righteous

                   That it will be good,

                   Because they shall eat

                   The fruit of their actions.

אוֹי לְרָשָׁע רָע כִּי־גְמוּל יָדָיו יֵעָשֶׂה לּוֹ׃   3:11

Isai. 3:11   Woe to the wicked!

                    It shall be bad,

                    For the results of his hands

                    Shall be done to him.

עַמִּי נֹגְשָׂיו מְעוֹלֵל וְנָשִׁים מָשְׁלוּ בוֹ עַמִּי מְאַשְּׁרֶיךָ מַתְעִים וְדֶרֶךְ אֹרְחֹתֶיךָ בִּלֵּעוּ׃   3:12

Isai. 3:12   O my people, its master is a babe,

                    And women rule over it.

                    O my people, your leaders are causing to go astray,

                    And they have destroyed the way of your paths.

נִצָּב לָרִיב יְהוָה וְעֹמֵד לָדִין עַמִּים׃   3:13

Isai. 3:13   The Lord rears up to plead,

                    And stands to judge people.

יְהוָה בְּמִשְׁפָּט יָבוֹא עִם־זִקְנֵי עַמּוֹ וְשָׂרָיו וְאַתֶּם בִּעַרְתֶּם הַכֶּרֶם גְּזֵלַת הֶעָנִי בְּבָתֵּיכֶם׃   3:14

Isai. 3:14   The Lord will enter into judgment

                   With the elders of His people and its princes.

                    For you have destroyed the vineyard;

                   The spoil of the poor is in your houses.

(מַלָּכֶם) [מַה־לָּכֶם] תְּדַכְּאוּ עַמִּי וּפְנֵי עֲנִיִּים תִּטְחָנוּ נְאֻם־אֲדֹנָי יְהוִה צְבָאוֹת׃   3:15

Isai. 3:15   “What is the matter with you,

                   You crush My people

                   And you grind the face of the poor?”

                   Says the Master, the Lord of hosts.

Something of a strange error in this verse.  The word in parentheses should be two words, so is missing a heh and a space. 

וַיֹּאמֶר יְהוָה יַעַן כִּי גָבְהוּ בְּנוֹת צִיּוֹן וַתֵּלַכְנָה (נְטוּוֹת) [נְטוּיוֹת] גָּרוֹן וּמְשַׂקְּרוֹת עֵינָיִם הָלוֹךְ וְטָפֹף   3:16 תֵּלַכְנָה וּבְרַגְלֵיהֶם תְּעַכַּסְנָה׃

Isai. 3:16   And says the Lord:

                   “For the reason that the daughters of Zion

                   Are haughty and walk stretched out of the neck

                   And wantonness of the eyes,

                   Walking and mincing they would go,

                   And with their feet they would tinkle,

Another error here:  The word in the parentheses is missing a yad.  The correct spelling is in the brackets.

וְשִׂפַּח אֲדֹנָי קָדְקֹד בְּנוֹת צִיּוֹן וַיהוָה פָּתְהֵן יְעָרֶה׃   3:17

Isai. 3:17   So the Master will smite the scalp

                   Of the daughters of Zion with a scab,

                    And the Lord will expose their secret parts.

בַּיּוֹם הַהוּא יָסִיר אֲדֹנָי אֵת תִּפְאֶרֶת הָעֲכָסִים וְהַשְּׁבִיסִים וְהַשַּׂהֲרֹנִים׃   3:18

Isai. 3:18   On that day the Master shall remove the bravery of the anklets and the fillets and the crescents,

הַנְּטִיפוֹת וְהַשֵּׁירוֹת וְהָרְעָלוֹת׃   3:19

Isai. 3:19   the chains and the bracelets and the veils,

הַפְּאֵרִים וְהַצְּעָדוֹת וְהַקִּשֻּׁרִים וּבָתֵּי הַנֶּפֶשׁ וְהַלְּחָשִׁים׃   3:20

Isai. 3:20   the headdresses and the armlets and the sashes and the corselets and the amulets,

הַטַּבָּעוֹת וְנִזְמֵי הָאָף׃   3:21

Isai. 3:21   the rings and the jewels of the nose,

הַמַּחֲלָצוֹת וְהַמַּעֲטָפוֹת וְהַמִּטְפָּחוֹת וְהָחֲרִיטִים׃   3:22

Isai. 3:22   the aprons and the mantelets and the cloaks and the girdles,

וְהַגִּלְיֹנִים וְהַסְּדִינִים וְהַצְּנִיפוֹת וְהָרְדִידִים׃   3:23

Isai. 3:23   the gauze robes and the fine linen and the turbans and the mantles.

וְהָיָה תַחַת בֹּשֶׂם מַק יִהְיֶה וְתַחַת חֲגוֹרָה נִקְפָּה וְתַחַת מַעֲשֶׂה מִקְשֶׁה קָרְחָה וְתַחַת פְּתִיגִיל   3:24

  מַחֲגֹרֶת שָׂק כִּי־תַחַת יֹפִי׃

Isai. 3:24   And it shall be,

                    Instead of sweet spices, there shall be putrefaction,

                    And instead of a girdle, a rag,

                    And instead of a work of curled hair, baldness,

                    And instead of a stomacher, a girdle of sackcloth,

                    Branding instead of beauty.

מְתַיִךְ בַּחֶרֶב יִפֹּלוּ וּגְבוּרָתֵךְ בַּמִּלְחָמָה׃   3:25

Isai. 3:25   Your men shall fall by the sword,

                    And your mighty in war.

וְאָנוּ וְאָבְלוּ פְּתָחֶיהָ וְנִקָּתָה לָאָרֶץ תֵּשֵׁב׃   3:26

Isai. 3:26   And her gates shall mourn and lament,

                    And she shall sit desolate on the ground.

It’s virtually impossible to say whether the pronouns her and she in this verse refer to a symbolic woman who represents the women described above or to Jerusalem.  But I believe it’s the latter
